# House hacking the North Bay: 30 ZIPs, ranked.

We tier-ranked every in-scope ZIP across the four North Bay counties for one specific buyer: an SF-priced-out house hacker with a 3–10% down payment. The ranking scores engineered growth (adopted upzones, funded transit, capital actually flowing), not vibes. Nine ZIPs earned a full page; the other 21 didn't, and that's the point.

## The three things that decide everything here

**Insurance is the dominant cost risk, not price or rate.** California FAIR Plan exposure hit ~$650B, and foothill premiums run $9K–$25K+ a year when a policy is available at all. Every ZIP that ranks well sits on insurable valley floor. A paper-perfect deal on a wildland-interface parcel is not a deal.

**There is no BART.** The North Bay runs on three disconnected systems: SMART commuter rail down the Sonoma-Marin spine (Windsor to Larkspur, Healdsburg extension funded for 2028), the Capitol Corridor Amtrak through Solano, and the Vallejo ferry, the only one-seat ride to SF.
